Leisure fishing refers to the use of various forms of fishery resources (fishing villages, fishery production resources, fishing equipment, aquatic products and their products, natural and cultural resources of the fishery industry, etc.), actively combining fishery with leisure and entertainment, sightseeing tourism, ecological construction, cultural inheritance, scientific popularization, and catering and food through resource optimization and allocation, providing products and services that meet people’s leisure needs to society, and realizing the integrated development of the primary, secondary, and tertiary industries as a form of fishery industry.
Since 2011, the output value of leisure fisheries in China has steadily increased. In 2019, the output value reached 94.318 billion yuan, accounting for 3.57% of the total output value of China’s fisheries economy and 12.45% of the output value of the tertiary industry related to fisheries, with a year-on-year growth of 12.34%.
Between 2013 and 2021, the output value of China’s leisure fishery fluctuated from 36.585 billion yuan to 83.556 billion yuan, with the highest output value of 96.368 billion yuan in 2019. Over the past 9 years, the output value of China’s leisure fishery industry has increased by 46.971 billion yuan, with a growth rate of about 128.39%, and a compound annual growth rate of about 10.88%.

In 2021, there were three provinces with a leisure fishery output value exceeding 10 billion yuan, namely Shandong (18.741 billion yuan), Guangdong (12.139 billion yuan), and Hubei (10.488 billion yuan), accounting for 51.36% of the national output value.
According to the monitoring and classification of leisure fisheries by the Ministry of Agriculture and Rural Affairs, China’s leisure fisheries are divided into five types, namely: tourism oriented leisure fisheries, leisure fishing and collection industry, fishing equipment, bait, ornamental fish, fish medicine and aquarium equipment, ornamental fish industry, and others.
Among them, tourism oriented leisure fishing, leisure fishing and gathering industry are the leading industries, with output values of 32.545 billion yuan and 25.221 billion yuan respectively in 2021, accounting for 71.72% of the national output value; The output values of fishing equipment, bait, ornamental fish, fishing medicine, aquarium equipment, and ornamental fish industry were 12.883 billion yuan and 9.486 billion yuan, respectively, accounting for 16.00% and 11.78%. Among them, tourism oriented leisure fishing and ornamental fish industries have recovered rapidly, with year-on-year growth of 8.02% and 5.53% respectively.
