1. Lack of a sound system of policies and regulations

China’s legislation in the field of fishery started late and developed slowly, and the system of laws and regulations is not perfect on the whole. It is difficult to guide mariculture production activities through laws and regulations. Therefore, China’s fisheries management departments usually need a large number of administrative orders or policies to supplement. Administrative orders or policies have a large time limit and randomness, which makes it difficult for law enforcement departments to enforce the law. With the deepening of the rule of law in China, it is urgent to build a perfect system of laws and regulations in the field of mariculture, strengthen the standardization and guidance of the industry, and speed up the promotion of mariculture into the legal era.

2. The Marine seed industry cannot effectively support the development of mariculture

 A strong aquaculture seed industry is the foundation for the healthy and sustainable development of Marine aquaculture. It is urgent to build a perfect and efficient r&d and production system of aquaculture breeding and consolidate the foundation of the development of aquaculture in China.

3. Aquaculture models need to be upgraded

The mode of aquaculture directly determines the development space and potential of the mariculture industry. With the continuous advancement of technologies such as shallow water raft culture, cage culture and offshore pond culture, China’s mariculture has undergone a massive expansion stage from coastal zone to offshore, and through continuous expansion, China has developed almost all the suitable space in the nearshore from south to north. 4. Low value added to aquaculture products

The overall situation of large output and low added value of mariculture in China has been formed for a long time,.

Industrial upgrading path countermeasures and suggestions

1. Strengthen the top-level planning and design of the industry
